Get To Know Phyllis Allen Phyllis Allen started doing hair as a teenager. She styled hair for people in her neighborhood and on her college campus. While in college, she wore her hair in braids when it was not very popular. Phyllis holds a bachelor’s degree in Political Science from Central State University in Wilberforce Ohio and a Masters in Public Administration from Howard University in Washington, DC. Phyllis’s motto is just like the UNCF “A Mind Is a Terrible Thing to Waste”. That’s why she’s an innovator and seeking new and better things to achieve.
